I have laid before the Marquess of Salisbury your letter of the 7th instant, in which you forward a copy of a despatch from the Governor of Hong Kong, inclosing a petition from certain Chinese residents in the Colony relative to the grant of British protection to them on their return to China, and I am to state to you that His Lordship concurs in the terms of the reply which Mr. Secretary Chamberlain proposes to return to the Governor's despatch, which appears to His Lordship to meet all the necessities of the case.
